Cathy Toliver

Regional Manager

With over 36 years of dedicated service, Cathy Toliver retired in 2021 from the Department of the Navy Supervisor of Shipbuilding, Conversion and Repair in Newport News, Virginia.  Cathy worked as a Production Controller in the In-Service Submarine Repair Project Office.  As a Production Controller she contributed to over 210 successful submarine key event certifications for unrestricted operations ensuring their safe operation at sea.  Cathy also performed contract management functions; securing funds for planning initial work, growth, and new work while administering contracts to Huntington Ingalls Incorporated-Newport News Shipbuilding.  At her Command, Cathy served as the Chairperson of the Special Emphasis Program Committee, and has been a Lifetime FEW member, holding various positions at the chapter level.

Cathy is currently a Deacon in training at Zion Prospect Baptist Church in York County, Virginia and serves as a leader on the Caregiver Ministry.  As a fundraiser for the American Cancer Society Relay for Life Association, Cathy passed on the baton to another survivor and now serves as a team lead for the Survivors Committee on the Relay for Life of Peninsula Virginia.

Cathy obtained a Bachelor in Business Administration degree from Bluefield University in Virginia.  She is married with two adult children and two grandchildren.  Cathy currently resides in Newport News, Virginia.
